strobe image with h264 stream

i have a conexant 4 inputs video card, and tried to stream via Windows media encoder, stream was ok, smooth, and good quality, now i'm trying to stream from same live source via VLC 0.86, and notice h264 codec looks better, sharp, and low bitrates, but notice too, tha video looks strobe, something like video running at 15fps, i have tried too streams from divx sources transcoding to mpg2 to wathc on amino 110 and looks fine, so i think problem is only with h264 codec, am i doing something wrong?
