is videolan capable of this feature? (cmd line gurus help)

i would like to capture from a webcam and transmit (almost) live video to another computer over the internet (or a lan for testing). the feature i need is to be able to delay the stream by a specified number of milliseconds so that the person watching actually sees what happened through the cam x time earlier when they open the stream in their client player.

i have looked through the command line help in the wiki but i am very new to vlc and am kind of confused as to what options will accomplish my task and how i would chain them together.

your help will be GREATLY appreciated!

I think no....
It takes time to read the camera data. Compress it and package it to a stream
you can send out.

If I understand what you are asking I would love streaming the Lottery
so I could place a bet of the winning numbers before everyone else can
see it.

sorry, i must not have worded that right. actually i want the exact opposite--i want to see something on a remote computer a specified time LATER than live. so a person standing next to the webcam would see something happen at 2:00 and with a time of 60 seconds delay specified, the person at the remote computer would see the event happen on their screen at 2:01. it is like a time delay. can this be done with timeshifting or this option:

i do not understand how to chain the command line options very well so i will need help if this is possible.
