iptv and vod solution

hi all,
is it possible to built iptv multicast and video on demand using vlc and open source tools?
we would like to offer iptv and vod services for our 1000 customers in small village network.
The main functionality would be:
- up to 30-50 multicast streams from stream provider or satellite
- provide vod from films library
- pay per use
- limit access of users to selected/prepaid programs
- on the users side use standard stb boxes.
