Need some help getting started!

I am trying to find a way to stream video between two computers running on a wireless network.

One one side, I have a PC104 stack running linux, with a frame grabber that can perform onboard jpeg and mpeg compression.

On the other side, I have an IPAQ h5500 pocket pc running windows CE 4.2


I think there are a few setups that would work, but I was hoping someone could help me out. My frame grabber is not supported under "video for linux" does this mean, I cannot stream mpeg data from this card using VideoLAN? If not, is there a method of taking this mpeg data from the card, and saving it to mini mpeg files and streaming them or something? My capture card can also take jpeg still images, could I stream these files over and display them remotely? Also, Is VideoLan supported under Windows CE or am I doomed to begin with? And if it is not supported, could I possibly tap into the server without having VideoLan on the pocket PC side using http commands or something to grab images?

If anyone can answer any of my questions, it would be greatly appreciated.
