Streaming Elementary Streams

I'd like to use VLS to transmit video that has been encoded live with XviD or SAMPEG. My understanding is that these only produce Elementary Streams (ES), but to use VLS I at least need Programme Streams (PS).

Is there any guidance as to how I can take an ES and produce a Transport Stream (TS) for transmission? I am happy to write a new module I just need to know what the code should do.
