Stream from DVB Skystar HD - HELP

Dear Sirs,
this is my first post, so I start thanking the team who made this incredible software available!
Then, I have a very specific request about streaming with transcoding a TS flow.

I have a software (Progdvb free version) that streams TV channel from a card (Skystar usb 2 Hd CI) to my local LAN and to the internet (after forwarding enabled in the router).

I receive the flow with VLC and everything is ok in the LAN but it is heavy for radio in the internet and impossible for TVs because of the data requested..... 1 mega a second..... we are talking about TS stream from satellite

I tried a lot of options in my windows world and far outter space( tvheadend for linux, Openelec ...an half idea to buy a VU+ 4k..... 500 euros!.) but nothing free or up to me.

Then I discovered that VLC can be a SERVER for Streams.

I am not sure if VLC can be the starting point using directly the dvb card or it can use the inflow stream it reads well from Progdvb and RESEND it.

I would like to know, and I am ready to let me help through team viewer, If someone can help me to set up VLC to send the TV stream TRANSCODED to the internet for me when I am abroad.....

PS: I couldn't stream a simple movie inside my LAN with VLC, this my level in streaming.....

:(

Alone, I got almost everything...

I can transcode a saved TS file to mp4 and send it to my phone using VLC and the internet;

But I can make VLC streaming the live inflow of ts from the satellite, BUT I can get the system open it in another pc in the lan (transcoding activated...)

Any idea.....

Update.
I am sure I was able to send the ts flow from satellite to skystar to ProgDVB to VLC to stream and transcoded (.... and this could be the problem....), but my only problem in a only-Http system is to match in the router all ports and forwarding.

Any suggestion, limited to router and ports....

Hey.i use the TBS dtv card along with tvheadend software and tvh app on my Android phone and this is how I can see tv channels on the go.
I try with sky star dvb-s card to and work s too.
