Streaming to Periscope

Is it possible to stream to Periscope?
On Periscope Producer https://www.periscope.tv/account/producer instructions are found about setting up media sources. The instructions are:
Enter the “Primary Server” as RTMP URL/Address and “Stream Name” as Source ID/Stream Name into your external encoder software and open the connection.

- On OBS: go to Settings > Stream
- On Wirecast: go to Output > Output Settings... > Destination: RTMP Server

Input Key Settings (make sure to input these accurately)

- Bitrate: 800 Kbps
- Output Resolution: 1280 x 720 (higher resolution) or 960 x 540 (for best low latency)
- Encoder Output: x264
- Audio Sample Rate: 44.1khz
- Keyframe Interval: 2 seconds (or every 60 frames)
- Audio Bitrate: 64 Kbps
- Frame Rate: 30 fps
- For more static events such as news or conferences, increase specs to 1280 x 720 resolution and 900 Kbps but please monitor viewer comments for quality.

This instructions work with OBS but I tried to translate them to the VLC interface. I can't seem to get this to work though. Am I missing something or is it not possible?
