help me with rtsp server

hello everyone,
i want stream a local video device as rtsp server, but i have problems.
i can start the service, but i can't see the rtsp by internal lan and external ip, only in computer that run the service.
if i set the stream by http instead of rtsp i can see the stream in the lan.
any idea?
i want only use the local vlc stream as normal rtsp stream used in common rtsp camera
