MJPEG (IP cam with vfr) transcoding to MPG-stream

Hi,

to transcode MJPEG with variable frame rates (IP camera) to MPG I use FFmpeg (Zeranoe Windows static
build 2013) with option ‘-use_wallclock_as_timestamps 1’.

Is there a similar option or solution inside VLC ?
This would make things easier because my IP cam is running ‘behind’ a proxy.
In addition to that FFmpeg doesn't support a TCP-based MPEGTS stream-output (as far as I know).
