How to create Timezone Streams using a live stream?

Team,

Need your help on below -

I have a live network stream in a certain timezone and I need to add a delay to this stream and output this to my icecast server for a different timezone. Is there a way I add this timezone offset through some config so that VLC automatically records the incoming stream and starts the output to icecast only after the mentioned time offset?

If there is no easy config, can anyone provide any other ideas please?
