Streaming UDP on low bandwidth

I'm looking for some help setting up a UDP stream between two terminals running VLC over a low bandwith link of about 64kbps max. The end use would be satellite based link between the end points. So ideally i'd like to run it at about 80% of that if possible. I've been able to do this locally over a wire but i'm seeing a ~7sec delay between sender/receiver. Are there any recommendations for how to set this up to reduce the latency to 2-3 sec over the wire since I know the real link will introduce its own 2-3 second delay as well.

Also the webcam is an integrated webcam in the PC that doesn't have much inherent adjustments available outside of what VLC can do/provide.
