Snapshot on HTTP

I can convert with VLC an RTSP stream on a server to an MJPEG stream reachable via HTTP. Chrome and Firefox can natively play an MJPEG stream but Internet Explorer can't. I can't use solutions like Cambozola or others.
Is there a way via VLC to serve a JPEG snapshot via HTTP from an RTSP stream? So I can request sanpshots in sequence and refresh image with javascript (no plugin or external software on Internet Explorer).

No. Snapshots are local.
