I use this command line:
/root/videocomp/vlc/vlc-2.0.4/vlc -I dummy "http://www.tools4movies.com/trailers/10 ... Wanted.mp4" vlc://quit --sout='#duplicate{dst="transcode{width=320,height=240,fps=16,vcodec=h2\
64,vb=32,venc=x264{aud,profile=baseline,level=30,keyint=30,ref=1,qp=36,audio-sync}}:std{access=livehttp{seglen=10,index=/var/www/d4e5b0ce6054da4a0046119f5a71b95e1941ebc0_playlist.m3u8,index-url=http://5.79.6.204/d4e5b0ce6\
054da4a0046119f5a71b95e1941ebc0_###.ts},mux=ts{use-key-frames},dst=/var/www/d4e5b0ce6054da4a0046119f5a71b95e1941ebc0_###.ts}", dst=std{access=file,dst="/var/www/d4e5b0ce6054da4a0046119f5a71b95e1941ebc0.ts"}}'
I am using this to segment files but it does not segment them correctly.
If I use ffprobe on segmented file.
I get this
ffprobe /var/www/d4e5b0ce6054da4a0046119f5a71b95e1941ebc0_005.ts

Do you know how to avoid this problem?
WHen playing in VLC, video is not played correctly as if first frames were missing in segments.
INterestingly, there is no problem if audio is removed or audio is just copied.
