VOD HTTP Streaming on a Mac

I am in a university environment using a Mac with a fixed IP address and ethernet. The firewall permits me to use HTTP ports 80 and 8000-9000 tcp. Here's the sequence of steps I'm tailing with VLC 2.0.1:
1) File > Advanced Open File... select an *.mp4 file.
2) Select Streaming/Saving and Settings as follows:
Display the stream locally
Select Stream Type=HTTP
Address: 168.16.213.98 Port=8000
Encapsulation Method: MPEG TS
3) Set transcoding options: none
4) Set Stream Announcing: none
5) Click OK then, in next sheet, click OPEN

Results:
1) The local display looks fine
2) Using Safari on another (Mac) computer on the same network downloads the file
3) Using Safari on iPad results in "not found on this server" but then prompts a download asking whether to use Dropbox or something else.

I have used the Akamai iPhone test page (http://iphone.akamai.com/) for HTTP streaming and it works just fine on all these devices. I must be missing something but cannot figure out what that is. Please LMK where I've gone wrong.
