long tune time for TS multicast stream

Hi,

I used VLC 1.1.15 to transcode a video into H.264/AAC streams and mux them into mpeg2 TS, then multicast the mpeg2 TS to a Motorola VIP 1216 set top box. Now the problem is when I tune to the stream, it takes a long time (10-60 seconds) for the stream to play back. In a diagnostic screen on the set top box, I saw that it received packets immiediately but couldn't figure out the right encoders in the TS until long time later. There seems to be something missing wither in the TS or elementary streams. Does anybody have any idea what night have gone wrong?
