Send dat stream to a webcam port

Is there a way to create and send data to a video port on Windows ? Theres millions of posts of pulling from a webcam stream but what about to ?
I assume its got something to do with dshow:// as thats what all the other ways to pull a webcam stream uses

Hmm, you mean output to DirectShow? That's not implemented, comtribution welcome.
