1.1.1 can not set vb=xxx

How can I set vb in transcode for R1.1.1?
I try to set it vb=1800, but the result is around 900 and vb=5800 the result is around 2500.
I know R1.1.1 have lots of difference with R1.0.X. could someone tell me the command line change between 1.0.X and 1.1.1?

venc=x264 (I use ultrafast preset and tune=zerolatency, it will not work if I don't use preset and tune)
vcodec=h264

BTW, are there new R1.1.1 vlm command sample for regluar h264 encoder sout?
