Vorbis Pops and "Chip Monk" Voices

Audio Streaming Distortions

I want to convert an audio file to another audio file format. In this case I’m using a WAV file and trying to convert it to a vorbis file. The output file is distorted and the speed increases to the point where they start to sound like chip monks. I don’t know what I’m doing wrong.

I’m using:
VLC 8.1
Mac OS 10.3.8

Input file: WAV
Output File: Vorbis (I also want to encode it as a speex file)
