Bit rates with H264

Hi All,

I just started to play with VLC and I have some questions regarding controlling of stream bitrates.
I was streaming the video from the web camera to the other computer using VLC . I set the bitrate to 10kbps and I was hoping to get low bit rate stream with VLC running h264 encoder.
I used wireshark in order to monitor the amount of data being sent to the other computer, and the result was suprising -- I was sending on average 80 kbps. Why it is so high? What bitrate I actually control within VLC? What is the overhead associated with streaming of h.264? Does MPEG TS encapsulation causes this significant increase of the bitrate? But still, from 10kbps to 80kbps is too high!

I am hoping that there is somebody who understands VLC better and can provide some better explanation.

Hi,

OK, no thoughts on my previous questions.... How about this:

I am actually interested in very low bit rate video transmission, in order of 10kbps. The resolution I'm targeting is rather small (for example 90x120).
Can this even be achieved with the VLC using h264? Did anybody ever look at such low data rates?
