Trouble Streaming UDP

I setup VLC 0.9.9 choose Prefer UDP over RTP. My local ip address is 192.168.1.147 so i set that as the local IP. I am just trying to stream an audio playlist to another computer on the network synced. I click UDP and put 192.168.1.147 on the other computer and it says error opening. Any advice?

i am trying to stream to the local ip of 192.168.1.105

Not only UDP, I can't stream anything using ANY protocol.
My settings:
1. 2 computers. one is connected to the router by lan (192.168.0.199), another one is connected by wifi (192.168.0.198).
2. Both installed VLC 0.9.9.

I asked the technician where I on duty, he showed me how to do it but I can't success at home. (He uses VLC 0.9.9 too)
