Changing Transcode Framerate

Hi. I'm trying to stream from a 720p source and I got everything working fine, however since the source is 60fps the H.264 encoder can't keep up with encoding it in realtime. I was wondering if there was a way to have it so the encoder only tries to encode it at 30fps or to just drop off every other frame. I'm currently using VLC 0.9.6 because 0.9.9 crashes when trying to encode with x264 and 1.0.0-pre2's x264 quality is screwed up currently.
