Best format for generation of DVD's

I am capturing video from S-video capture board (NTSB). My goal is to preserve the videos as dvd's that I can play on a standard dvd player. What format should I save the stream output in to preserve the highest quality when translated onto dvd's (reduce the number of translations)? Can I save it immediately in native video dvd format? If so what is that format?

DVD are usually 720x480x30 (NTSC contries) or720x576x25 (PAL/SECAM countries) MPEG 2 Video, with an aspect ratio of 16:9 or 4:3.
