Optimal settings for 1 MBit Stream?

Hello everybody,

I am trying since two days know to find the optimal settings for my 1 Mbit Upstream.

First problem is the cache. If there are 10 seconds of only 400 kbit and then it should preload for seconds who needs more than 1 mbit it doesn't. Is there a way to optimize that?

Second problem i don't know which codec I should use? DIVX1,2,3 are really old?! mp4v make the video stream bigger than it was...
