low bandwidth audio streaming (max 32kbit)

Hi there,

I would like to transcode a audio programm with a maximum output bitrate of 32 kbit.
currently I am using mp3, but this sounds not well. I tried vorbis, sounds better
but the minimum bandwidth which works with vlc & transcode is 45 kbit.
Are there some more audio codecs in vlc available which I can try ? (aac, aoTuV ...)

Do you need to use VideoLAN? There is the nullsoft DNAS streaming server you can use through WinAMP which works fine for this purpose. It's all free.
