How to reduce datarate of a stream?

Hi,
I would like to stream videos form one PC with VLC to an other over the Internet, but my upload capacity seems to low, how can I order vlc to reduce the datarate / increase compression to fit my bandwidth limitations?

Yes, you need to transcode to a simplier codec.

How do I do that?
The streaming assistent offered me only one codec the rest was gray.
