Permanent video stream from jpeg picture?

Hi @all,

I want to build an Application (delphi with OCX) that should create a permanent video stream mpeg TS from a jpeg still picture. (all pictures of the mpeg stream should show the single picture.
I searched through the board but couldn't find any hint.
Has anybody a solution for me?
