relay from mobile network to the internet

I need to send an x.264 encoded video from a laptop/webcam on a mobile network out, but seems direct streaming from mobile network is prohibited due to firewall policies

How can i relay the video to another internet server ?

You should check out http://www.comvu.com - their PocketCaster Application allows you to stream Live Video from your Mobile phone using GPRS, Edge, 3G, Wifi etc to the Internet. It uses standard HTTP ports, so it should not be an issue if you Mobile Operator is blocking all other ports.
