auto launch a url

Greetings,
Nothing came up on search, can't believe this has not been asked before.
Hobbyist playing around with a surface RT. Win RT 8.1 Installed VLC for windows from the app store and it works well. But the interface and lack of menus functions compared to regular windows will take time to get use too.
Is there a way to auto launch a url? Currently I have to manually type the rtsp address every time. It doesn't save the address. Or at least I haven't figure out how to do it. Also can not launch this app from a .bat file either.
