Why does it suck so bad on windows RT?

Im using a surface rt, and It wont even play basic mp4 movies smoothly. It's so laggy and crashes. I want it to play hevc mkvs and m4v files but it does the same thing.

Because the code hasn't been maintained in a while and there are a lot of hairy corners in the codebase. Also, the developer tools for 8.1 are barely useable as Microsoft aren't really maintaining them.
