Playback of a video file downloaded from YouTube in 4K HDR (3840x2160), VP9 Profile 2 does not work in VLC 3.0 UWP from Windows Store. The video will load, sound (Vorbis) plays back fine but the video remains at the initial frame. Seeking works to some degree but will also stay at a keyframe.
