May I have the offline license file, so that I can provision the VLC app to my Windows 10 image?

Not sure what you mean by "offline license file".

Office License File is the xml license file which can be used when deploying the VLC Appx file using DISM command.

The link only provides the developer package which can only be installed to a running Windows, but cannot be used to preload to app to a Windows image.

Organizational licensing options are checked.
Went over the store, there is nowhere I can download a license file from my side so not sure how else I can help you.
Can you use this PS command
