Add audio to cine film

I run Windows 10.
I have had my family cine film from 1950's & 60's put onto two DVDs.
So I have disks with a VIDEO_TS folder containing various files a BUP file, .ifo, .vob.
I want to upload these to my laptop.
Then I want to sit with my brothers and record an audio commentry alongside the film.
I would then like to burn a new DVD of film and commentry
Can you point a novice in the right direction please?
