Query regarding playing Atmos content on VLC with "Dolby Atmos for headphone" enabled in Dolby Access App

Hi,
I am trying to play Dolby Atmos content using VLC with "Dolby Atmos for head phones" enabled in Dolby Access app
I want to understand a few things here.

1) Does VLC decodes Atmos content too?
2) If Dolby access is installed and Dolby Atmos for headphone is enable, is there way to let VLC pass all Dolby Atmos content (without decoding) to Dolby access application.

I am using "HDMI/SPDIF audio passthrough" -> enabled in audio preferences.

Are these settings correct or do I have to use any other setting for 2) question?
