Picture freezes with Hardware Decode, v3.1.0 HEVC sometimes

Appear to be getting application/picture/video freezing (can still hear audio and interact with windows)

VLC is 3.1.0.0 from Windows Store / UWP

Video codec is MPEG-H Part2/HEVC(H.265)

Turning off hardware decoding appears to stop it crashing, but just reporting this in case its a new issue.

Hardware is a Microsoft Surface Pro 4 i5

I had a similar issue using vega graphics on 3.1. Using an earlier version never met any further issues.
