Error launching winrt version after trying to build another version.

So I successfully built the winrt 64bit debug version and deployed it. I then wanted to build the Release version. While trying to run this version it errors out at start up with the VLC.Universal.exe. The Debug says "exited with code - 1073741515 (0xc0000135) ' A dependent dll was not found.'" I have looked at the dependancies for VLC.Universal.exe and multiple checks have returned no dependancies. I have a VM where it still builds and works running the same things on that version's VLC.Universal.exe it also comes back with no dependencies. The original version that was working now exits with the same error as does both versions of the 32bit build. I have removed the source code and vlc app, completely from my computer and restarted from scratch and I still get the same error. Does anyone have any advice about how to fix this or why it is happening?

Did you check that you uninstalled the previous version on all accounts of this computer?
