I have a m3u8 encoded video that when I put the url into VLC it only stores 11 seconds of the video and not the full 1:49 that it is. Is there a trick to get the whole video?

No, this is HLS, which is in segments of 4 to 20s. You need to use a designated downloader for that which will join the segments such as youtube-dl.
