IOS / OS Float video on top

Think I am correct float on top is only available in Mac OS like a desktop ?
Just wondering why it is not available in iPad OS as an option.

I personally play video's in the corner of the screen a lot while I draw / write out code.

What you want is "Picture-in-Picture" on iPad OS, which is supported by Apple's own players and a few other apps supporting their media standards. Regrettably, Apple decided to build this feature in a way VLC cannot support because it would be limited to Apple's own video formats and couldn't play any media file ever invented which is the raison d'être of VLC. So, regrettably, we can't do it on iPad or iPhone.
