How to stream videos from Airport Time Capsule to VLC for iOS

Hello, thank you for letting me in, have you all a wonderful 2017.

I would like to know if its posible to stream videos from an Airport Time Capsule to an iOS device using VCL, not only inside local network.
And also, I would like to know the right setup so, in case I loose my iPhone, nobody can edit / delete my files in the Airport Time Capsule.
