Is it possible to transfer file from the VLC player on my ipad to my PC back?
I ocasionaly deleted video from my PC but it is still in VLC player on my ipad...

Yes, use iTunes: http://support.apple.com/kb/HT4094
The next version of VLC for iOS will also allow you to download files from the app without using iTunes.
