autoconfigure link for downloading to vlc

Hey everyone,
This is my first post here, so if it's short on info, let me know.
Here is the situation. We use iPads as an enterprise solution at work. We are trying to disseminate three videos to the field. iOs is not good for this, of course. We are playing with using VLC, it's actually a very good solution. The ability to download the videos to the device is invaluable, as streaming is not an option for the field.
We use another proprietary app for another project. To configure it we send a link that only opens into that application. If it's not installed, it doesn't show up as a link.
I was wondering if there is a way to make a link that effectively does that same thing, but for VLC. I would need it to automatically open into the VLC player and put the download link into the download section of VLC player. This is for a team of people who are not tech savvy. If push comes to shove, I would just make some instructions for them to follow, but the fear is the amount of support that would be necessary to get them all to have the videos in question.
