Non-Apple music problem zero
Apple will not allow music not purchased from Apple to be downloaded to a modern iPhone. I have tried to copy my music library from an iMac to an iPhone 16 with IOS 18 but that will not copy. Is the Apple download bar preventing VLC from working?

Based on your posting, it is hard to tell what exactly you were trying to do.
It is obviously possible without any problems to download any content to VLC on your iPhone to play it.
