I was wondering if there was any way to use Picture in Picture feature with the VCL app for iPad. The version is 3.4.8.

There is no way to do it. It will come in version 4 of VLC.

Is it sure, that PiP will be among the features of version 4 and is there any information available, when version 4 will be released? No specific date just an idea if it could be this year or next year or whatever?

We have it working in the development branch of VLC 4. It should be out this year.
