VLC windows will play files, VLC iPad will not

I have several files in WAV format that play with no trouble using VLC on a Windows system. I get no audio when using VLC to play these files on my iPad, the progress bar shows that they are playing. I used VLC Windows to convert them to MP3 format, with the same results, will play on Windows but not on the iPad.
These files are 911 recordings and are Mono.
