Adding Media Library without Downloading

How can I add video files from the cloud (iCloud or OneDrive) to a Media Library folder like this **without** it downloading?

My iPhone only has 256GB of space while my iCloud Drive has 2TB, but every time I add from iCloud it just downloads it to my phone.
