How to create file to open VLC (iOS) and play RTSP stream?

I will lay this out in "layman" terms. I helped a local sports community set up a live stream that is working on their website using RTSP protocol. I can manually input the stream in VLC and it works fine. What am I wondering is is there a way to create a file that someone can click and/or "insert' into VLC to automatically start playing the stream. I guess the ideal situation I see if someone clicking on the file on the website and it opens VCL app and loads the stream. Of course assuming they have it installed etc....
