"Storage Limit reached" error even though I have plenty of storage

I am trying to do share via wifi to add a 2.5 gig mp4 file to my iPhone from Mac. As soon as I start the process, VLC on my iphone throws an error saying storage limit reached. I checked and I have 14.5 gigs of available storage left on my iPhone.

What gives? Using iPhone X with latest version of IOS and VLC.

I am encountering this annoying bug also. I have deleted everything from the device, a 64GB 4K Apple TV and still not able to send a 5GB file to it.
VLC version 3.3.2

Does anyone know a workaround. I have deleted all storage for other apps and deleted apps. I have turned off the screen saver downloads. "Storage" in "Settings" is showing only now less than 100 MB used!. There is no system update downloaded and waiting to be installed. I have restarted. I am not sharing photos. What else can I do?
