Videos not full screen with Lightning to HDMI connector

I recently bought a Lightning to HDMI AV connector to hook up my iPad or iPhone to a TV but every video I play is not actually full screen.

YouTube videos and Twitch streams work full screen but every VLC videos have black bars on all sides.

Is this something to do with iOS 12?

Version 3.1.3

It supposed to be fixed with 3.1.3 and I don't have any issue with fullscreen in that release on both iPhone or iPad ...
