Expectation: the subtitle keeps its position relatively to device screen, not to the displayed video.

Hi, due to technical limitations with VLC 3.0, this is not possible at the moment to reposition subtitles and avoid this, but will be when VLC-Android 4.0 is released. Sorry for the inconvenience.
