EIA-608 caption problem

Using PBS live stream (any local pbs station) with Windows VLC v3.0.14 & Android VLC v3.3.4.
Observations:
1. Playing live stream on Win7 VLC, captions supported.
2. Playing live stream on Android VLC, captions supported.

Recorded a segment from above live stream with Win7 VLC.
Observations:
1. Playing recorded mp4 file on Win7 VLC, captions supported.
2. Playing the same mp4 file on Android VLC, no captions available!

Why won't captions show up with the mp4 file on Android?

The sample will show caption when played on Win7 VLC, but not on Android VLC.
