Chrome OS 71 - VLC 3.0.13 - No audio through HDMI

I think this started happening on Chrome OS 71

When you play media on VLC 3.0.13 Android App and you connect the Chrome OS Device (Acer R13) to a TV via HDMI the audio is not being passed through.

Not sure if it is a VLC 3.0.13 issue or the Chrome OS 71 build.

This was working correctly, just recently broke.
